* Request from Asa: For Windows users pplying a partial update, at least, the update on launch dialog could be hidden for most users I think. It's only a few seconds and I'd like to see if we could change this to not show unless more than 3 or 4 seconds have passed. If this is a trivial patch, I'd try to get it into 9.

** Rob: partials take longer than completes. Completes are very quick.
** Need to understand what is a long time. Have a concern about a slow piece of hardware as well. Pull in Limi to find out how long is too long.
** Telemetry doesn't apply as this is outside of the application.
