Overview

To provide DOM API for the STK(SIM Toolkit), or CAT (Card Application Toolkit), which allows web contents can interact with SIM applications.

Basically, a Proactive command is a BER-TLV object, which contains several Comprehension-TLV objects (TLV : Tag-Length-Value)

Each Proactive Command consists of at least two mandatory Comprehension-TLVs

In designing this message format, we wrap up the Comprehension-TLVs other than "Command Details" and "Device Identities" to a more general term, MozStkCmdParameter
