* The plugin should be blocked. A click-to-play notification saying "Click here to activate the plugin" should occur. Clicking the notification should activate the plugin and the content of the page should be properly displayed.
* When a page with plugin content loads, the plugin content should be overlayed with gray panel stating "Click here to activate the plugin"
* Clicking the notification should activate the plugin and the content of the page should be properly displayed
* Reloading the page should redisplay the block overlay
