Feature Per Tab Network Prioritization (Phase 1)

Overview
Currently there is no prioritization for loading the content inside tabs when restoring a session (e.g. when starting Firefox with the last used session). With this project we wanna give visible tabs in the currently active window a higher priority. That means the tabs you are interested in will be available earlier.
In phase 2 which will happen for Firefox 3.7 the most recently used tabs will be included to prioritize the tab loading.
