If you think that the applicant is not suitable to become a Mozilla Rep at this point, inform the council of your decision and make sure that there is no objection from anyone (NB: if the council is split on the applicant, a vote needs to be held). Then contact the person and inform them of the council's decision. You should encourage the applicant to become more involved in Mozilla and apply again if they’re still interested in the Reps program.
