Build 1

• bug 1176759 prevented release-runner to start the release. Reverted the problematic ship-it PR, synced manually to git.m.o and deployed
• Release runner continued to work, bumped configs, but was not able to reconfig due to missing beta version in the partial list

Build 2

release-runner failed to reconfig because of bug 1176784

Build 3

• (RelMan) Ship the l10n milestone (build1 only)
• (RelMan) Submit to Ship It
• Set up whatsnew page
• Publish RC to Beta channel
• Push to mirrors
• Apply Throttling
• Verify throttling
• Publish in Balrog
• Post-release tasks

Issues

• some win32 l10n repacks failed because of insufficient disk space, retried automatically
• update verify failures due to a rule on release-localtest pointing to 38.0.5. Deleted.

Fennec

first 2 build number were burned because of the issues above.

Build 3

• l10n repacks failed because some m-r vs m-b confusion. Need to add more info here.
