Bugzilla:Outreachy

This is where we'll define the project plans. We only can have one outreachy volunteer, so only one of these will get done. As I'm working with multiple applicants it makes sense to spec things out here. The most important thing is that the task can be accomplished by the intern in the 3 months. The plans should be detailed enough so that there are no questions, and that we can judge success.
