L20n/Localizable XUL Attributes

An inventory of data-l10n-attrs used while porting Firefox to Fluent.

The default list of allowed localizable attributes is defined in https://github.com/projectfluent/fluent.js/blob/master/fluent-dom/src/overlay.js. The data-l10n-attrs attribute can be used to allow more attributes to be localized on an element-by-element basis.
