Metrics Dashboard PRD

Staging server: https://dm-sumotools01.mozilla.org/tiki-metrics.php (replace with support-stage.mozilla.org URL when ready).

Use cases/types of users:

  1. Public - viewing metrics (positive test cases)
  2. Public - potentially malicious/error-prone (negative test cases)
  3. Admins using admin functions (positive test cases)
  4. Try to break admin_metrics (negative test cases)
