Having DOMLinkAdded fire on reshowing a page seems likely to cause problems for the Link Toolbar extension: it'll end up showing links multiple times (it keeps a cache of the links for a document to avoid having to reexamine them all when switching tabs). If the event acquired an attribute like the proposed nsIDOMPageChangeEvent.persisted then that wouldn't be a problem.
