1. Confidence that Google is doing the right thing at the moment

B. In order to be converted, an individual group needs:

1. An active moderator
2. A date set for its conversion
3. A posted warning of the change from that moderator

C. In order for people to find moderation easy, we really need:

1. The global blacklist
2. Improvements to the mailman web UI to make whitelisting/blacklisting people easier
