First part of build 1 is desktop only

l10n & ship-it handled by :bajaj
Release approved
- release runner failed due to 2 hosts not yet in DNS
- Backed out config bumps on default and production, removed the tags by hg tag --remove. Removed tags in tools and custom as well.
- Hal reapproved the submission
Automation completed without incident
