Desktop

First part of build 1 is desktop only

• l10n & ship-it handled by :bajaj
• Release approved
  • release runner failed due to 2 hosts not yet in DNS
  • Backed out config bumps on default and production, removed the tags by hg tag --remove. Removed tags in tools and custom as well.
  • Hal reapproved the submission
• Automation completed without incident
• Desktop update snippets pushed
• Bouncer updated
