Open issues/risks

`

Stage 1: Definition

1. Feature overview

The browser is a complex environment. JavaScript profilers provide insight into JS code that is doing a lot of work. Some experimentation has been done with tools that show how CSS selectors perform. Many factors can creep into the responsiveness of an application (JS, CSS selectors, reflows, garbage collection, etc.)

For this feature, we want to explore ways to expose actionable information about the work the browser is doing and steps that could improve the responsiveness.
