Made these changes to the doc and followed them.

• Set reserved slaves

Set to 8

• Locking slaves

Locked mw32-ix-slave{02,03,04,07} to bm13. Since these were running l10n nightlies and they're set to reboot afterwards, I let them finish.

• Landed release configs, and tagged

hg tag -f {FIREFOX,FENNEC}_16_0b3_{RELEASE,BUILD1}

• Reconfig

make update checkconfig && python buildbot-wrangler.py reconfig /builds/buildbot/build1/master/

• Dry run
