Ship the l10n milestones

• Created and shipped milestones for Fennec and Firefox 18.0b6build1.

Start the release

• Submitted the releases to the dev-master instance
  • l10n changesets were incorrect for Firefox; json vs. txt list bug 824957. Resubmitted.
• bhearsum ran release runner, which started the release. (There were a couple of bumps related to new release runner code, but no problems related to the data submitted through the web.)
• Mac64 XR build failed on first pass. Pressed 'Rebuild' from the builder page in buildbot. Second pass was green.
