To prep a youtube/nvidia fix release for xp, vista, and linux

• (RelMan) Ship the l10n milestone (build1 only)
• (RelMan) Submit to Ship It
• Push to mirrors
• Apply Throttling
• Verify throttling
• Make sure rules are in place for just upgrading xp, vista, and linux users. also don't break sha2 watershed rule - the request was for all platforms, skipped this step
• Publish in Balrog
• Post-release tasks
