In my opinion I do not think to have flags is so offensive. A country is a country an 'local' politics have nothing to do with downloading a program.
I feel that by clicking on map people can very easily find their language (better than a list), but mostly it is a better marketing tool. Another option is to have a globe and by clinking in your region (america, asia, europe, africa, australia) you will be redirected to the reginional website where you can find your list of languages (which i shorter that all languages).
If we have click per country of course all languages that are localized and are spoken in that country must be listed.
Also why is it so bad to have a link in the corner saying:
"you are in [europe]/[Finland], click and follow me for you language". People can always choose to download the english version from the main site.
