I found the error message "The connection has timed out - The server xxx is taking too long to respond." is related to proxy setting, specifically SSL proxy.
I had two connection to the Internet, one requires proxy, one does not. I didn't have problem when I was on the direct connection. I only had problems when I was using a proxy server.
It seemed that the page being loaded was using SSL protocol. The problem was fixed after I gave a proxy address in "SSL Proxy" box. OR alternatively I could tick the "Use this proxy server for all protocols" box so that I was not missing any protocol.
