Splitting out collector

• (willkg): Working on it. Fleshing out S3 bits now. Went through and looked at whether all the libs we're using are gevent-friendly. Maybe 1-2 weeks more of work before a prototype?
• (willkg): Talked with Service Ops about scheduling, logging and other things.
