In order to access the admin area of Mozilla's Socorro UI, you must first log in to the site. The log in link can be found in the lower-right part of the site.
Admins must have an LDAP account in order to log in to the site. You may gain access to the admin area by filing a Bugzilla ticket and requesting Socorro admin access for your LDAP account.
